Hmm. You can try just being like "hey, lets go out tonight" and suggest a place to eat/movie to see? Bring him out on a few dates and then maybe he'll get the hint and during one you can ask "So are we officaly going out now, I'd really like if we were :)"
I have a few friends who just kinda started going out and they never really asked/said to eachother that they were. I hope things work out for you!
