Who: Irene Hulett and the shadowy Board of Governors
What: Irene starts planting the seeds to get her sister sacked.

Irene smirked at the circle of shareholders seated among the board of governors. Dresden Academy's finest, the grand and mysterious board that operated outside of Jillian Hulett's reach.
"Ladies, gentlewizards, I've assembled you here today to discuss the recent function of the Academy."
Now that she had their attention, she listed off the myriad of ways that Jillian had failed Dresden. The student population gone wild, the budget crisis barely resolved, dragging out the tough decisions over the fall semester, and most importantly shying away from the most innovative ideas she'd heard all year.
"These are not the qualities of a true leader and I feel I cannot allow my sister's lapses in attention to our fine Academy to continue to escape your notice. It grieves me to be the one to inform you on all of these failures, but I feel that I must for the good of the school, demand that swift and serious action be taken."
Mumblings followed her pronouncement, but she expected as much. These folks were never very fast movers. Still, the seeds had been planted in fertile soil. Depending on how this mass assembly went on Monday... Those chords of discontent could spread and finally put an end to Jillian Hulett's reign as headmistress.
Now if only Irene could guarantee that such a thing would happen.
