Okay guys, I have plot in store that should have been in motion by now, but there were extenuating circumstances which delayed it. That being said, I'm going to backdate part of it. This means your characters would already know about what I'm going to write in this entry and these events have passed. This will be followed by an interview video that takes place in the present, but you need this backstory to understand it.

So everyone in The City who doesn't live under a rock knows the chief of police, Naruto Namikaze, got into a fight with a member of Masenshi and got hurt. Naturally, officers were sent into the third district to sniff out clues and try to find out where the assailants are hiding away. Considering there were witnesses who watched both Madara and Itachi run off, the police had some good clues to go by at first.

The trail eventually lead them to an orphanage in the third district. The police suspected the group was hiding someone involved in Naruto's assault and forced their way inside. When met with resistance, they resorted to violence, killing a young (male) child and a girl in her late teens. The head of the orphanage, Hashirama Senju, was threatened but unharmed.

One way or another, the story got out. Two deaths in the third district because of police officers. There was plenty of media about it, reporters were probably going into the third district – some probably with armed bodyguards or officers accompanying them. Two dirt-hair deaths wouldn't be such a big deal, but – as the media would be pointing out – Naruto himself forbade the killing of dark-hairs by police unless it was in self-defense, and the case is looking like there was no self-defense involved.

The officers are being charged with manslaughter, making the case a historical first. No blond has ever been charged with murder of a dark-hair, as it's never been punishable before.

Depending on who your character is, they'll have different details about this. Dark-hairs may or may not know Hashirama Senju, or live near there, so they might have seen the officers, known the people who died, been harassed by the press afterward. There would be some discussion going around about whether the officers will be found guilty or not.

Brunets are kind of stuck in the middle of things, as per usual. The case doesn't directly pertain to them, but if the dark-hairs have the potential to gain more rights and be more protected, that could heighten brunet status.

Blonds will be most disturbed by this, in majority. Many people are criticizing the court case, though there are a few who are publically praising it. Some people believe trying blonds for killing dark-hairs is weakening blond power and authority, especially within the police force, and will encourage dark-hairs to act out and become even bolder. Others find it as a good step at giving the dark-hairs more rights so they will stop forming radical terrorist groups and threatening the well-being of everyone. However, what is clear is that Naruto is in full support of the trial, and he is being backed by the Yondaime and Hokage. The Yondaime has not said anything directly positive of the trials, however he has said justice will be served, whatever choice the jury makes, and they will decide if the officers should be held accountable for manslaughter or if they should be set free and have the charges struck from their records.

Okay everyone, I'm introducing something new to The City. There's a serious lack of logs in a comm which should be log-based, but I know a lot of you are busy or feel that TC is too serious to just do little, fun logs with each other. The latter of which is not true! We want to read all of your logs here on TC, honest, no matter if it's plot or if it's just a silly log between friends. However, there's tons of plot to go through so where the heck are your logs? :|

If your excuse is you're busy, which is completely understandable, then I hope the new INTERACTION log option will help you out. Basically, an interaction is a less formal format for your logs. They are asterisk only threads between two or more people, and you can post them in the log community or you can just post them up in your character journals using a simplistic log format. If you hate threading over journals, do the interaction via IM or in gdocs, it doesn't matter. This is basically to encourage everyone to get active in a way that's not too time-consuming or taxing, and also to let you all know, yeah, we want to read your logs and character interactions.

Also, because of the lack of logs and general activity I would really appreciate people giving me feedback on what you want to happen in TC. I'm not talking specific events, but rather do you guys want more action? Drama? Fun events like the matchmaking? Threads? What about the style of the events so far? Are you happy with the newspaper articles/newscasts or would you like a different format? A combination of things? Anything!

Also, if you have any criticism, problems, whatever, feel free to let it all out.

Halloween in The City!

Halloween does exist in The City, as a commercial holiday with no real meaning attached. Some people are aware it's something people celebrated before the world ended in year zero (0), but the details are very sketchy. Mostly, it exists as an escape from reality where people dress up and scary stories may be told.

In the first district, mostly children celebrate Halloween. Some adults may attend masquerades or costume parties, but it's distasteful and more of a thing for people who are poor (in blond standard) or unsuccessful. If you're anyone, or just want to appear busy, you want to ignore Halloween and say it's a time for kids to be carefree before they have to worry about work.

In the second district, Halloween is better accepted. It's still a kid's holiday, but teenagers are more apt to celebrate with costume parties and adults may attend parties as well and not be scoffed at. Since it's not in fashion to be busy with work at all times like in the first district, it's a night that most people kick back and have a little fun, either by dressing up or giving out treats to neighborhood kids.

In the third district, Halloween isn't really celebrated. Children might wear costumes, but it's not something most people acknowledge. Since dark-hairs don't live in excess they typically don't buy candy or jack-o-lantern decorations, so if they do celebrate it may be just by telling dark stories to scare each other. Overall, Halloween is more of a day of tricks and scaring others than a day of treats in the third.

There won't be a group thread (unless everyone wants one). I figure people can do private logs if they wish. If you do want a group thread just tell me (Laura).

Hey everyone,

There're going to be some changes going on in this community. Since we have so few players and almost no outside interest, it's going to become private. That means, basically, the community is going to be invite only. If you know someone who is a good RPer and think they might be interested, you can invite them. Of course, make sure you tell them to contact a mod to discuss that because random reserves will be turned away unless they're okayed by a mod first. (Obviously, people in the community already don't have to ask a mod to reserve.)

Check out the rules HERE. Some things have changed. Currently, the character limit per player is nonexistent. People can play as many characters as they want, and activity checks are going away. That means every character does not need to be in a log or make an entry every two weeks. Basically, what that does is allow people to take on several characters even if they don't have time to play all of them as much as required to have entries and logs up for all of them every two weeks. This isn't exactly an invitation to take five characters without conscience, but people can take characters as a plot point instead of main characters to help the diversity of the comm. since we'll probably stay very small. Keep in mind that if the mods feel like anyone is neglecting a character that someone else might want or use more frequently, they will first talk to the player of that character and try to work something out, and may eventually tell that player to drop the character.

The main reason for TC going private is so we can play for ourselves and not have to run this place like a business. The mods don't want to have to continually provide events so people get active; rather, we'd like to make events to further the community's plot, which might not happen as often as most players need. It also gives you guys more freedom! We're still going to have moderators to handle "official business" like adding characters, but you guys can do any character-driven plots you want without talking to mods. Bigger stuff, just give us a ping because we do have stuff planned and don't want to compromise it, but seriously don't be shy. We can work anything out.

I just let the note in the mod post but I'll make it official out here. I'm at the point where I can't keep up with my RPs anymore. It sucks because you guys are fun to play with and this game has been such a blast to participate in. But once I make an inactive list, it's time to admit I'm not going to be able to commit as much as I would like.

Brand new activity check. The dates that have been monitored are August 8 – August 21.

This currently activity check is going to be done differently than the others; it's been made very easy. As long as you have COMMENTED at least once in the past two weeks, you're safe. This is by mun, too. So if you play multiple characters, as long as ONE of your characters has commented somewhere, all of your characters are safe.

All INACTIVE players need to contact the mods ASAP. If you don't contact the mods by the 28th, you're out. All inactive players also need to get active with a journal entry (and answer all comments) or log for at least one character. If you can't, go on hiatus, but a hiatus does not make it okay not to contact a mod. If inactive players do make a journal entry or do a log but are inactive after that, the mods have the right to remove them.

My semi-hiatus is over. I'm going on a full hiatus starting today and ending around Aug 18-19. If anyone needs to know anything comm-related, contact Didgey. She is promoted!! Temporarily.

It's finals week for me, which means I'm consumed by school and "blah" feelings about doing just about anything. It's semi-hiatus because I'll be around on AIM and I may even comment on stuff if I feel like taking a break, but I don't think I'll be touching any logs. I may get the urge but it's not likely, so here's my warning.

You can IM me still, for anything. I'll still be here! If I don't want to talk I'll have my away message up or I won't come online. But when it comes to actually RPing, I'll be slow. I'm gonna give myself about a week and a half.

You know I'm right. e_e Kiba is fairly typical: he's loud, obnoxious, cocky; his mouth runs quicker than his mind, and he thinks you dirts are way weird. Well you girlies, you're alright, but you dirt men, you're just. Stay over there. He'll be over here, doing his thing, as a brunet, which he's perfectly comfortable being.

I have definitely NOT been reading you guys since you opened. What are you talking about. That is just untrue. If you need to get in contact with me (please please do :D ), my info's right where it should be BUT. But, my AIM is ignition city see there, you don't even gotta go looking for it. There is seriously no plot I won't dump Kiba into, although I am a little gun-shy for pinging people first (who isn't??). Even though I sort of know of most of you? Kinda, not really lol. >3<

Unlike Naruto, Kiba knows his last name. :| It is Inuzuka, and you may address him as such. Your other options are 'that badass kid', 'THE shit' (not just shit, that is not cool), or if you're attractive, 'omg that was amazing.' They are all acceptable. :D

Hi everyone! Your friendly mods are here to tell you some things.

-We have changed the character limit to three. Before it was two caste characters + pet were allowed per person, but now three characters in all are allowed, which can be two caste characters and a pet, or three characters from the castes.

-Speaking of characters, we will be having an activity check on or shortly after July 31. Here's how this is going to work. Everyone needs to comment to this entry to tell me they're still here and have read this. If you have not commented to this by the 31st AND are marked inactive (that means no journal entry or log in the last two weeks) then you're automatically out. If you do comment here but are marked inactive, you'll be warned in the activity check and you have until August 7th to post up a log or journal entry for your character. If by August 7th you're still inactive, then you're out – EXCEPT if you contact a mod before or on the 7th and explain your situation. If you're in the middle of a log that's going slow and you don't know if it'll be done by the 7th, contact a mod. Going on hiatus is another option.

-You all are aware, but may have forgotten, that we have a permanent How's My Driving? post! It's located right HERE and there hasn't been much activity on it. How about some people going and leaving constructive comments and/or criticism? The mods have also made an entry for the_police there, so you can comment on or criticize the community, how it's run, the plot, and whatever! Just remember to keep it constructive.

-The main storyline is controlled by the mods, but private storylines are not just EXTREMELY encouraged, they are required. It states in the rules that this is a character-run community, so please don't wait around for mod-run events and do little else with your character. Sakura-mun made an open thread for third district characters to reply to (located HERE), and only one did. If you don't like that thread, please think up ways to start your own character-run threads or events (contact a mod before you post them). The event Ino-mun did with the matchmaking ad was a success – that is an example of a character-run event. The mods are more than willing to help you out, too.

-So let me draw your attention to this entry HERE. It's another way to contact the mods for any reason, including pitching event ideas, yay!

-There's also an entry that I think everyone's forgotten, and it's not mandatory to comment there, but just in case, HERE is a page where you can say what's up with your character so far plot-wise. Say what they've been up to, or what they think of other characters … basically anything.

And last but not least, just some updates about the IC climate of The City!

Since Naruto and Masenshi have given each other messages, a few things have happened:
-There are more guards by every entrance to the first district, and they are IDing EVERYONE. If anyone tries to get through without talking to the guards, they will be arrested, no matter who they are.

-Work and all other types of visas are going to be handed out on a much stricter basis. Work visas will be re-checked and some may be revoked if they look at all suspicious.

-Absolutely NO dirt-hairs are allowed in the first district except pets, all of whom will be given background checks. Making stray dirt-hairs from the third district pets is now illegal. All dirts arrested will be processed in the second district – AND executed there.

-More police in the second and third districts, doing raids and trying to find information on Masenshi. There will be no killings except in self-defense (and self-defense must be proven with evidence), as ordered from Naruto Namikaze, but injuring dirt-hairs is not against the rules. Police are told to keep their hands off of people who cooperate, however.

He's a factory-line worker in the third district. He's so lazy he set up a system so it would do the work for him. All he has to do is remove a piece of metal from a mold and put it on another belt, but he'd rather just nap instead. :3 He's cynical, silently annoyed by class division - but doesn't oppose it much other than a complaint here and there online - and doesn't trust people. He's kind of paranoid.

Blondes he doesn't like because they're at the top, brunettes he doesn't care, dirt-hairs he also doesn't care about. He's generally against socializing because of his mistrust.

Hey guys~. This is pink (Sakura-mun) with my blondie alt: Naruko Uzumaki. Yeah okay it will be a little confusing since she's taking the name normally attached to Naruto, and Naruto is now a Namikaze... but you're all smart, I'm sure you'll do fine!

Naruko is Naruto's twin sister, born very shortly after him. Naruto and the majority of the city itself don't know of her existence, and the Yondaime was even told that she died during birth. In reality she was swept away to be the constant to the variable that is Naruto, since he was implanted with KYUUBI and she was not. Here is here app if you'd like to read it.

As a result she's really sheltered and basically just really excited to be alive and freeeeeeeee out in the city. Oh, and although she's a blonde? She sucks at controlling her emotions. It's like seriously, very difficult.

At the moment she's working for a first district daycare with the kiddos (they're more on her level *_*) but she will be cycling through jobs. >_>

She's only been out in the real world forrrrrrr about two weeks, tops.

EDIT: Hurrr, I forgot. Although she and Naruto are twins, someone wouldn't be able to look at either of them and go "holy crap you are Naruto/ko's twin!!" They look like siblings, especially if they were to stand next to each other, but then again it's not totally uncommon for unrelated people to resemble each other. Just to clear that up. :3

Considering Naruto doesn't know his mother and his father is Minato NAMIKAZE, I will be changing Naruto's surname to Namikaze. He's now Naruto Namikaze, Chief of Police, so please ignore him referring to himself as Uzumaki in the past. SORRY EVERYONE! >>

Hey, everyone~ Just a few mod announcements.

First off, we have lost our Minato Namikaze player, so remove humanafterall from your friends list. The mods will now NPC the Yondaime.

Secondly, a few closing notes about KV.

What the public would know:
- No one has died from KV; all have recovered to perfect health.
- A KV vaccine developed by blond scientists saved the victims, and now KV is no longer a threat. People may become vaccinated against it if they wish.
- The third district is no longer closed, but there will be officers remaining at the border for a few weeks to make sure all dirts are following curfew laws. Expect death in most cases if dark-hairs don't get into the third in time.
- Also, for a temporary time, no medicine will be allowed to be sold to dirt-hairs (say two weeks) as punishment for infecting blonds.

What the public doesn't know (AKA THE TRUTH OF THE MATTER):
- No one really has died from KV, but not thanks to blonds.
- In desperation, after testing all of the (identical) vials of possible vaccine recovered from "Tobi," a paralyzed victim was injected with it and they miraculously recovered. Now drug companies are mass-producing the placebo and calling it a KV vaccination. u_u
- All KV victims had injection sites on their bodies (prior to getting stuck with the vaccine) around the area of the bruise-like rash. The police believe this is the connection to dirt-hairs all of the victims had.
- A several victims (less than half) admitted to buying several prostitutes days prior to getting sick, so police believe that's an even closer tie to who Masenshi employed to unleash KV.
- The victims who confessed to buying prostitutes were asked to write down all of the names of the prostitutes they could remember buying, and "Mugetsu" appeared on several lists. Police are investigating!

Last point of business: the mods would like to draw your attention to the suggestions box! You've all seen it before. It's a place to contact the mods for just about any reason. Just in case you guys don't know this, you can use that entry to suggest potential events (like the KV virus event) for the community. Keep in mind that most events should effect all three castes, but don't have to. There can be events that only effect the first district, the second, or the third separately.

Any and all ideas are welcome, even vague ones. The mods can build off of it.

The City's first activity check begins now! As you all know, the minimum requirement for activity is one entry OR log every two weeks. The mods will also measure the level of commenting on other people's entries, but only chronic absence in comments will be cause for a talking to since we know people get busy.

The following characters listed below have one week complete a log or make an entry and keep up with comments or they will be kicked from the community.
