Your character must go to school if they are within the ages of 5-19. If they have completed high school, it is optional if they attend college or not. In order to enforce people to go to college, however, taxes are imposed on any individual out of high school who is not currently enrolled in college or does not already have a college degree.

Yes and no. While you're welcome to have your character be an official, the 'resistance' is not yet an active group. It will, however, become an open option as the game progresses. For now, those who would otherwise be a part of the resistance might be considered rebellious.
