Second and third floors were converted into studios, one bedroom, and two bedroom apartments for housing those who need protection for whatever reason, or just a low-rent place to stay away from prying eyes. Housing is limited and in high demand.


Railroad was founded by Kate Thomas (then, Sullivan) and Emma Tibbits during the early months of 2040. Kate and her family had been off the island for just over a year, while Emma was freshly evacuated only four months prior. Though both were involved in the scientific aspect of the Project and neither had experienced any of the discrimination first hand, they were privy to the poor treatment that the members of their families were going through. They wanted to fight back, not just for the sakes of their consciences, but also because it disgusted them to watch people suffer for something that wasn't their fault.

Fresh from the death of her eldest daughter, Emma felt she needed something to occupy herself. Living in Washington, DC with her husband and granddaughter was not enough of a distraction. She began forming interest groups to better the treatment of the very things she played a part in creating: mutants. After several conversations with Kate, mostly about how all the lobbying in the world couldn't change the public's view of their children, the two decided to create a safe haven. It would serve as a place for Frye Islanders to feel at home, stay away from danger, and seek any help necessary to succeed in the real world. They named it Railroad.

At first, it started off small. They operated out of their homes, on donations provided by their former colleages; Emma in DC and Kate in NY. Emma helped find jobs and give advice to those struggling with trust issues, unemployment, and discrimination. Kate provided free health care to those who were considered 'health risks' to insurance companies, or who couldn't find doctors that wanted to treat them. It worked out well for several months. They were helping others and feeling good about doing it.

Eventually, though, it became tiring to constantly have house guests. More and more people were seeking their counsel, and there just wasn't enough room anymore. Of course, the next logical step was to buy a place and work from there. Staying true to their name, they looked strictly for abandoned train stations to fix up. After a few months of searching, they found the perfect one in Westchester, NY. It took until the end of 2041 to become fully operational, but when it was complete, it was well worth it.

Over the years, several former members of Frye Island, mutants and scientists alike, have come and gone through the doors of Railroad. Emma and Kate have personally aided dozens of members in finding jobs, homes and stable environments. Many have come back to help counsel others and contribute to a program that aided them. A considerable amount have been placed in careers that have led to the creation of other services that Railroad provides (such as power removal, new identities and government aid).

Emma and Kate continue to participate in Railroad as much as possible. The two hope that their efforts will encourage other mutants (and non mutants alike) to help those around them and inspire people to fight back against public discrimination and mutant terrorism (Hellfire).

"It was never about guilt, but I'm not going to sit here and pretend that it didn't play a part. I think there came a point where we were just watching this disgusting monstrosity unfold in front of us and we knew we had to do something. I mean, it's not okay for anyone to be discriminated against, but especially so when it's not their fault. I think we just wanted to create some kind of safety net for them; help out the ones who needed helping. And I think we succeeded in that."
