After passing a pair of laws that restrict where transients can sleep in Palo Alto, the city council is making good on a promise to dedicate more resources toward ending homelessness.The city will join forces with Santa Clara County and spend $250,000 over the next two years on a program to put roofs over the heads of 20 of its most chronically homeless individuals."It is a bit unprecedented and it is a fair amount of money," Council Member Liz Kniss said before joining her colleagues Monday in approving the expenditure, which passed 8-0.
