Being a professional Hero I decided to rate and critique all of the villains here by the Evil Overlord 100 Standard.

First off, Light will not be appearing on this ranking because his status of actually being a villain is under enough question and controversy that it is hard enough for me to judge if he is truly evil enough to qualify. Since we have not heard from the evil witch, Maleficent in a long while, I am presuming that Lelouch finally killed her proper.

The Master - Due to your hearing of strange druming in your head I can't help but place you in the Insane Villain category. You have proved to be extremely evil and heartless (killing your arch nemesis who was unarmed in cold blood certainly proved this). Unfortunately you have made some critical errors in your planning. For one thing your evil base was constructed by someone else and therefore has weaknesses you are probably unaware of. You also spend an awful lot of time gloating and announcing your plans and methods to the public. And you left the arcitech of your machine live. That means she could well betray you and destory it. You score a 55/100.
Please ignore the following: Time lords aren't as hot shit as they think they are because Traverse Town does not allow time travel. ~~You score a 15/100.~~ Time lords are the sexiest regardless of if Traverse Town allows time travel or not. 500/100.

The Other (aka Lucrezia Mongfish) - You're possessing your own daughter's body. That is twisted and shows, to your credit, that you are not so easily killed. Unfortunately there's a slew of issues surrounding the fact you are sharing a body and that is that your daughter (a force of good) can regain her body and stop you. Also you let your child's minion live. Minions know a great deal about machines and good ones are hard to kill and good at escaping (I would know, I train him!). I'm sure the two will be your downfall. You score a 49/100.
Please ignore the following: Forgive me for forgetting how powerful Sparks are. You score a 95/100. Seems like Sparks get knocked out easily, tsk tsk 25/100.

Xemnas - You made an entire world into your fortress to demonstrate your power, but because it is so full of heartless it is impossible to tell where you hide or what you are planning. You seem to be biding your time in the darkness, a fair move on your part since no one has come out with a vengence against you. Unfortunately your minions have seemed to find other things to pursue, leaving you short-handed. You score a 86/100.

Kadaj - You are insane, brash, and stupid, yet you are powerful. You are a force to be reconed with but you are defeatable, espeically if several heroes band together against you. You also attack innocnet moogles which is both a waste of your time and unlikely to earn you any allies. You score a ~~37/100~~ 40/100.

Sephiroth - Unlike Kadaj, you have cunning. You understand when you need to retreat and you cover your tracks well. Unfortuneately you have an obession with Cloud that makes you narrow-sighted. Also you enjoy toying with your oponents, something that leaves you open to unexpected attacks that were wrought in desperation. You also pick fights with warriors you know nothing about, that is foolhardy. Unfortunately your random attacking of bystandards has caught enough attention a sizable force is coming your way to destory you. Good luck dealing with that. 79/100.

I will give all of these villains credit for living in a town full to the brim with heroes.
