In 2005 the first American metahuman involvement was recorded in Boston, Mass. A flying man was caught on tape, leading to fantastical speculation. The search for special abilities and talents began which led to greater government interest as a possible tool to utilize and exploit for military operations and also to see if the entire thing was a hoax or some kind of trick.

While the first stories involved innocuous abilities such as flying and super hearing, later reports told a different story of abilities with much more severe repercussions such as energy manipulation and telekinesis. The government, anxious to keep some sort of control, began a program to register the personal information of all who exhibited metahuman abilities, regardless of age.

Lawsuits were filed by the ACLU on behalf of individuals who felt their constitutional rights were being violated simply by the existence of governmental regulation. What started as a token case against the government set a precedent for other infringements of personal rights. Cases of unlawful job termination and the refusal of insurance coverage became more commonplace. Lobbyists for and against metahuman rights vied for critical votes in both houses of the legislature whenever bills concerning those with abilities were introduced.

In 2007, in an already tumultuous time, a group of extremists stormed the Swedish embassy in Rabat, Morocco and held high-ranking officials hostage for ransom. Through a series of events and misinformation, the entire ordeal ended in an explosion that destroyed several city blocks and resulted in many casualties. Similar attacks were reported in New York state and Jamaica, ending in much the same way. The worldwide reaction was immediate and severe.

The public was fascinated and frightened at the same time. The demand for information led to the creation of a 24-hour news channel dedicated to metahuman news along with a hotline for the public to report any sightings. The metahuman community fractured and split off into different camps: those who follow the letter of the law and register with the government without protest, those who vehemently oppose, and those who remain indifferent.

ENTITIES is a meta-slash-superpower PB game set in the city of Dallas, Texas. This is also a place where people without abilities can develop parallel storylines and give perspective from the other side of the coin. With an estimated population of over 1.5 million people, the city offers much in the way of diversity, entertainment and business opportunities. In the past, Dallas tended to lean conservative both politically and socially. In recent years, however, the city landscape has changed with the relocation of people from around the world looking to make Dallas their new home. The trend shows a gradual turn to a less homogeneous population which is starting to tilt liberal in terms of social responsibility and personal ethics. There is room for everyone regardless of ethnic background, religious affiliation, political identification or personal practice.

The city of Dallas has many distinct neighborhoods with unique attractions that will appeal to many. However, it is also an urban city with the same challenges and difficulties that come hand in hand with any large metropolitan area. Crime is on the rise with the due to the location’s convenience between Mexico and other major cities in the United States, attracting new crime syndicates and narcotics operations.

While the city plays host to several Fortune 500 companies along with the educated workforce needed to meet the demand, poverty and dropping standards of local education are still hot topic issues with heated political debates (and some which turn physical) at city council meetings.

Despite the drawbacks, Dallas presents an unconventional opportunity for numerous situations and character development.
