L1- Queen Shot- Single Target ranged gun attack. Desperation Attack.

L2- Stolen Technology- Cause random debuff on opponents. Quick Action. Two round cooldown.

L6- Minons!- Targets all opponents for ranged gun attack. Causes Exposed, Cornered, and Off Balanced. Three round cooldown.

L9- Brilliant Mind- Causes Weakness and Generalize on all opponents. Takes less damage from all attacks for two turns.

Smear Campaign

1. Carolyn Fisk having finished gaining control of all parts of her grandfather’s empire and a little more. From there she starts looking at what she wants to do for the future of her empire.

2. Carolyn starts plans to expand her empire but at every turn to do so Heroes foil her plans even if they can’t figure out who’s behind it.

3. Having gotten fed up with that and seeing an opportunity for legitimate power to even furthermore consolidate her power by becoming the mayor of New York City. Rose Red decides to work to discredit the heroes or otherwise mess with the lives of the heroes working against her using the Profiler's help to do so.

4. Carolyn starts her campaign against the heroes. *details will be worked out later for each hero involved with the plot* At the same time starting her campaign for Mayor of the City at the same time.

(Three main Candidates will be running Carolyn Fisk who is running a Legitimate campaign, A charismatic young City Council member who has been secretly in Carolyn's pocket for a while, and Sam Greyson aka Grey Knight who is running with the support of the Secret Empire and possible Masters of Evil too and is running a very brutal campaign with terror tactics in the background that when reveal probably by Avengers and/or Thunderbolts makes both the other candidates look even better. Carolyn will mainly be dealt with by Independents.)

5. Heroes would on dealing with the mess she made for them while she runs for mayor.

6. After they finish up with their issues they confront Carolyn and force her to step down.

7. Her opponent in her pocket wins after she steps down not that anyone knows he is .

8. Carolyn utilizes her new control of the mayor for her own gain for a while but then she loses control of him after he gets too big for his britches.

9. Carolyn finds herself unable to take him out herself and is force to would to contain the situation and calls in the heroes to let them know what is happening.

10. Heroes reluctantly agree to work with her to take him down.

11. After taking down the evil and possibly insane Mayor his replacement takes over who is also in Carolyn’s pocket but has been scared properly so he won’t be like the last mayor.

The Plan

Having taken out the major obstacle to her goals and taken his power Rose Red starts working on a plan to consolidate her power and gain complete control over New York City's underworld in addition to a major criminal operation.

1. Carolyn hires the Profiler to help her get the information she needs to gain the upper hand.

Abilities: A criminal and tactical genius and mastermind, Carolyn has contacts everywhere in New York City on both sides of the law. She is incredible patient and will wait for the perfect moment before executing a plan. She already as an army of people working for her that she uses to get things done.

Backstory:
Carolyn Fisk is the daughter of Richard Fisk, the Rose. She was kept secret from her grandparents, especially after the death of her father. She possesses the family genius, and certainly knows her legacy, even if the aging and fragile (for him) Wilson Fisk would never acknowledge her after Richard's attempts to destroy him. As such, she resents her grandfather for destroying her father and her life, making her live a life in hiding, but also her father for denying her the rich legacy that should have been hers. As such, she intends to make amends by taking what's rightfully hers: the Kingpin's empire.

She's spent the last few years following a particular treasure hunt, but has finally found what she was looking for: Phineas Mason's journals, hidden away by his son, Rick Mason, on Phineas' death. She eventually found this tie, and was able to meet Rick's cost, starting with keeping his father's identity and criminal past a secret. She has since hired her own crew of crack inventors and engineers to duplicate some of the work, and has managed to recreate most of Spider Man's rogues gallery using the Tinkerer's notes.

She's maded a small profit by selling some of the gear to the highest bidder while using her father's notes and work to make it appear the thugs are being supplied and hired by the Kingpin, who these days is far more conservative, no longer in great shape to battle heroes, rival crime bosses and the law. She intended to get some of the street level heroes breathing down his neck again to try and force his hand, hoping he'll act to push his rivals, suspecting one of them.

She started her plan and is in the final phase of the operation that will give he complete control of the New York Underworld.

What are you planning to do with this character? After taking over as the new Kingpin of New York she will continue trying to gain more power and maintain control of her city.
What do you want to see happen with this character?: Power struggles and be an issue for the heroes of new york city
