Sam had been living on the street himself for over half a decade doing what he had to to survive when he finally fell in with a gang. Or more accurately bloodily took it over after they had hurt some people he was friendly with. Those assholes did not know what hit them when he took out the leadership and claimed it for himself. Sam set up some basic morals for his crew. Don't hurt people who don't deserve it and don't steal from people who can't afford it but otherwise he didn't really care what they were up too.
After taking over his ghetto he has been slowly expanding his territory outward into the rest of the cities slums.
