He thinks it's perfectly fair. Especially considering how needlessly complicated the lacing was. Was the point of this to tease him until her lost control? Because it was doing a good job.
Examining the lacing for a moment, he then leans forward to start loosening it even more. Once he's done part of it and thinks he's got the pattern down, he decides that a dress like this needs revenge. So Sarah will have his mouth distracting her, starting at her neck and working it's way slowly down her spine.
