He binds her hands securely with the sash, working it around from different directions, and adding enough layers and knots that he's pretty sure even she would take a while to escape, even if she really tried.
As soon as she's bound, he puts one hand in her hair, holding her head down, and as a result, helping force her into an ass-up position across his lap, his other hand coming up, then smacking down firmly across one cheek. Then another swat to the other.
