He takes hold of her hair in both hands, using it like twin leashes, just the way she likes. He doesn't pull, just holding them, being a presence, and indicating he could guide her were it needed, but he lets her nuzzle and play.
Sure, he could have taken her, but he was serious about pushing her limits and seeing how she does with the testing and pushing.
