There's a very sharp hitch in her breath as he does so. Tess -- her burning ass, her naked, bent-over body, her hands bound by what's still a reminder -- trembles.
"You could have fucked me. Right there in the water. Completely taken my ass public."
Obviously, she's not saying that would have been a good idea -- not remotely. Abiding by some basic courtesy and decency -- and health and safety -- was, of course, the only thing to do, and, she knows, the only thing Steven would have done. But still, like he got an admission out of her earlier, she was going to say it.
"I would have let you. Anything you say, Steven."
