Secret and Not So Secret Societies
We all know about the Graves Hall Society and it's members. But we haven't much discussed other societies that function within the larger culture.
1. The Elemental Society
This society was probably established around the time of Jackson Willis by a neat piece of legislation. Basically Parliament siphons off a bit of money to pay elementals who belong to the society a stipend in exchange for maintaining the weather (and preventing crazy-chaotic weather when and where they can). It's self-regulated in that members ensure a fair share of the work is being handled equally by each member and that no one is slacking off. A member can leave the society at any time, but for an elemental it's a pretty easy paycheck.
2. The Weaving Society
The Weaving Society is one of those secret societies that is not known about by the larger public. They are a self-governed body of weavers who agree to abide by a certain code of ethics in their weaving. Not every weaver is a member, but the large majority are. Most weavers are introduced by a fellow weaver or family member already in the society. They receive financial support from private sources and secretly from Parliament. Each weaver is paid a stipend for creating dreams because they serve a very important function in society (by preventing people's minds from descending into chaos). The society is usually headed up by a contingency of the eldest weavers, one or two for each district in Aylasia. They meet each month to discuss business, dole out the lump stipends to each district, and induct new members who agree to the charter. Those acting outside of the charter can be sanctioned by the society or removed altogether (such as weaving nightmares under most circumstances). After a certain amount of time has passed a former member can reapply, but they are under greater scrutiny by the society upon their return.
