1. Black Talon sets up shop in Seattle escaping some heat down south.
2. He starts making sacrifices to his Dark Loa and accidentally stumbles into a way of hiding it using Urban Legends. Since then he has been using dark magic to make Urban Legends come to as part of his sacrifices something that his dark loa enjoy very much.
