Saishu made sure she's right at the depth where she can stand comfortably, but most of Cindy's head would be underwater, so to stand where Saishu tells her, Cindy has to either partly submerge, or hold onto Saishu or be held onto.
Saishu opts for the latter, offering her girlfriend an arm.
