Character Name: Walter “Wally” Kaplan-Altman aka ‘Captain Marvel’

Physical description (face, build, weight): Typically, Wally keeps a
default appearance of a physically fit guy with blond hair. He’s got a
light tan and great teeth. His eyes are a strange blue-brown mix and
he typically keeps his hair in a messy wind-swept style. He’s got a
very good definition and that washboard abs and V-shape most guys
strive for. Wally stands at 6’1” and weighs around 170lbs.

Normally he sticks to comfortable jeans and shirts when in his
‘civvies’, flickering in and out of “cool and stylish”. His costume is
one inspired by Captain Mar-Vell’s, similar design but with darker
shades, blue pants instead of the briefs design.

Age: 18 physically, about 9 chronologically (as a partial Skrull/Kree
manipulated by the forces of chaos-magic, he has physically, mentally,
and emotionally matured more quickly than a normal human has).

Abilities:
-Reality Alteration Magic: In a normal situation, Wally has magic on
par with a very early-career version of Wiccan, complete with the
requirement of noting "I want..." to complete any effect. While he
does not use this power often, he does have access to it. This
control is only provided by the nega bands he has inherited from his
aunt, which were once held by his grandfather. Without the bands,
this power is completely uncontrolled (think "plot-device" power),
which can do anything from minor effects entirely to global-affecting
magic, with massive power but no control whatsoever. At most, he can
keep the powers from unleashing devastation for about ten minutes
without the bands, though he trains himself to extend this time.
Still, for plot purposes, his Wiccan-level magic is what he has access
to -- without the Nega-Bands, the effects are entirely up to the
plot-runner and/or admin. But they will always be dangerous to any
around them.

-Super Strength: Inherited from one father, Wally has super strength
even without the nega-bands. He can lift and press about 15 tons
without the bands, or 25 tons with the bands.

-Shapeshifting: Being part skrull allows Wally the ability to shape
shift. He can change into other people or do less refined things like
grow wings or claws. When changed, he doesn’t gain any extra special
abilities (wouldn’t get eye beams if he shapeshifted into Cyclops,
etc).

-Super Durability: Even without the nega-bands, Wally is far more
durable than the average person. With the nega-bands, he can withstand
bullets, fire, and can shrug off a few standard Repulsor Blasts
without significant damage, on par with that of Mar-Vell.

-Healing Factor: Thanks to his mixed heritage, Wally is able to
regenerate damage at an incredibly rate. He heals about 9 times faster
than normal beings. He can also regenerate lost limbs or organs, and
thanks to the nature of his powers he can even recover from things
like having his atoms spread across a very short distance.

-Nega-Bands: Wally wears a pair of kree Nega-Bands at all times. They
serve as a means of keeping his incredible mystic and reality altering
abilities in check by focusing the energy into the Nega-Band’s
abilities. If the bands are removed, he’s got about ten minutes to get
them back on before he starts to lose control of his more mystic
abilities. Wally has also been told that his Nega-Bands are the same
worn by his grandfather which makes him rather attached to them. They
provide him with a fair number of other cosmic abilities, as noted
below.

--Super Speed: The Nega-Bands allow Wally to fly and move at speeds
far beyond those of normal mortals. While in the atmosphere he’s
limited to about mach 9 but out in space he can move fast enough to
open warp gates and travel across the cosmos incredibly quickly.

--Energy Absorption: The Nega-Bands allow Wally to absorb energy and
redirect it as photo blasts. He can still be harmed by energy based
attacks but they’re not as effective against him as they would be
others. He can also turn absorbed energy in on himself to improve his
physical abilities. Further, the bands aren’t harmed by energy
assaults.

--Cosmic Awareness: A very limited precognitive ability. It functions
similar to an early warning danger sense similar to Spider-Man’s
Spider-Sense. It alerts him to incoming danger. While previous wearers
of the Nega-bands were able to use this ability more and to a greater
extent, the chaotic nature of Wally’s other abilities make any other
aspects of this power very unreliable.

--Invulnerability: Wally is incredibly resistant to damage, far more
durable than most mortals, particularly with the Nega Bands. It makes
him immune to all forms of heat and cold, even the cores of stars and
absolute zero. Electricity and radiation only minimally affect him and
he’s immune to all known toxins and diseases. He’s got a high
resistance to physical injury, nearly matching his grandfather
Mar-vell when wearing the Nega-Bands. He can temporarily boost his
durability with absorbed energy but it drains him quickly. Also, while
wearing the Nega Bands he doesn’t need to eat, sleep, drink, or
breath. He does them anyway both to fit in and not feel so weird but
he doesn’t need to. He’s also incredibly resistant to being
transformed or affected by things like molecular control and
transmutation.

--Space Travel: While wearing the Nega-Bands, Wally can survive the
vacuum of space and travel through it unaided.

--Photon Blasts: The Nega-Bands allow Wally to fire concussive blasts
of photonic and stellar energy from his hands and fingers, roughly on
par with Iron Man's blasts in combat. With enough time to charge, and
with a significant energy drain, he can, in theory, even destroy small
stars.

--Dimension Travel: By banging the negabands together twice, Wally can
transport himself and up to four other people touching him to the
Negative Zone and back once every two hours.

-- Matter Manipulation: Wally can use cosmic power to change his
clothes into his costume and back again.

--Illusion: The only thing this power can do is hide that Wally is
wearing the nega bands. It’s not a complex illusion and doesn’t take
much for someone to see through. I just keeps the normal people from
seeing them.

-Wally’s had some hand-to-hand combat training and is a competent
fighter capable of handling atleast two moderately skilled opponents
on his own.

Weaknesses and flaws:
Uncontrolled Powers: Wally’s mystic-based reality altering powers are
beyond his control. He’s training very heavily to get these powers
under control but it’s a long and slow process. To aid his control,
he’s got a pair of Nega-Bands he must wear all the time to avoid
accidentally wrecking havoc.

Family Enemies: Wally’s a son of Avengers. The family’s got tons of
enemies. Some even reside in his own family tree. There’s no telling
when they might come after Wally to try to get to or get revenge upon
the family. And that’s not even counting enemies he makes on his own.

Personal Restraint: Restraint has been something drilled into his head
since a young age. Wally has been taught to hold back on not only his
physical strength but all his other abilities as well, not only to not
wreck the house and such but also not to hurt anyone. One of his
deepest fears is that he’ll lose control of his powers and hurt the
ones he cares for. It takes a lot of provocation or a strong order to
get him to really cut loose and attack.
Also, other than a little shapeshifting to make himself look better,
Wally sticks to his Nega-Band granted abilities unless he absolutely
have to. He’s reluctant to use his magic abilities outside training
with his father and tutors unless he has to. He’s not even all that
thrilled about other people knowing about them.

The “Other Me”: A complicated thing. When Wally loses control of his
abilities, it affects his mind. A sort of a ‘drunk with power’
situation occurs and Wally’s darker impulses and urges take over and
he’s not himself. Wally refers to it as the ‘other him’ and it’s one
of the things that scares him about his powers.

Follow the Leader: Wally is not the leader-type. He’s a follower and
will look for someone else to be in charge and will rarely question
the team leader. He does think and make decisions but he’s not going
to take command of a team or anything like that.

Backstory: When Earth’s Mightiest Heroes weren’t around, the Young
Avengers were formed by a group of teens with connections to the team.
Two of these teens were William Kaplan and Teddy Altman. These two
fell in love and got as close to married as the law allowed. Billy,
son of the Scarlet Witch, had powers very similar to hers in terms of
altering reality. Being around his teammates’ children made him start
to want a kid of his own and he and Teddy discussed adopting. They
never quite got around to it though, their lives in and out of costume
constantly getting in the way. But one night, Billy’s magic got a
little away from him. After a night in bed with his lover, Teddy
became rather sick. After a few visits to various super doctors, a
strange growth was discovered inside the young half-kree and
half-skrull hero’s chest. When it was removed surgically, it was
revealed to be very similar to a skrull egg. That was something that
should have been impossible due to the unusual mix of Teddy’s biology
and gender but the odd arcane energy radiating off said egg was enough
to convince the resident magic consultant that Billy had something to
do with it.

It was theorized that Billy’s powers had accidentally created the egg
much as his mother had created children many years ago. This
understandably caused quite a stir. Several tests and exams were
performed much to the annoyance of the nervous parents. Eventually,
the egg hatched into a decidedly human looking baby which was another
surprise. More tests an exams proved that the child was indeed ‘real’
and genetically the son of Billy Kaplan and Teddy Altman. The heroes
took their new child home to raise him like any other kid, naming him
Walter after the alias used by Teddy’s father.

For the most part, Walter’s life was pretty normal for a superhero
kid. He grew up around other hero children and their parents, though
he grew rapidly, as partial Skrulls tend to. It was when he was a
toddler that his powers started to manifest and show signs of being
unstable. His shapeshifting and enhanced strength were always there
but expected but the sudden onset of reality altering magic was a
nasty surprise. He ended up causing a lot of chaos when he
accidentally created monsters and villains that caused some trouble in
the city around the physical age of 12 (approximately 6 years
chronologically). When the source of the trouble was traced back to
Wally, there was a lot more worry. Consultation with the local
Sorcerer Supreme produced some frightening results. Wally’s powers
were growing and would soon be out of control and a danger to those
around him and possibly the world at large. There was some debate as
to what to do about this. An idea occurred to Teddy and he got in
contact with his half-sister Phyla-Vell.

A pair of Kree Nega-Bands, believed to be the same pair worn by
Marr-Vell himself were brought to Earth and placed on Wally’s wrists.
It did the trick, getting the kid’s powers under control and
preventing any more outbreaks of random chaos from him. For the next
several years, Wally was trained in the use of his powers, both mystic
and not, with the hopes of joining the Avengers like so many others in
his family. He finally got accepted into the team but had to go off on
one last training sessions with his parents, promising he’d be ready
for active duty as soon as he returned.

How do you plan to introduce the character to the game?: I plan on
having him coming back from a training trip with his fathers and
joining up with the Avengers.

What are you planning to do with this character?: I’m planning on
having this guy join up with the Avengers and get in on some of the
adventures and battles of Earth’s Mightiest Heroes.

What do you want to see happen with this character?: I’d like to see
him try to get close to and help out the Avengers. It would be nice to
see someone try to make sense of his crazy family tree. I would also
like to see him go out of control at least once for some reason.

Sample post:
“Man, I hate homework!” Wally groans as he thunks his head against his
desk. He glances out the window again and sighs. “What I wouldn’t give
for a supervillain attack right now. Anything is better than this,” he
sighs, glancing down at the English report he’s been trying to work
on. His eyes stray towards the gold Nega-bands on his wrists and he
sighs.

“All this phenomenal cosmic power and I still gotta do homework. How
did they do it?” he asks himself, leaning back to look at a picture of
himself with his parents. He smiles but leans a bit too far back. The
young hero and chair crash to the ground.

“Wally! Are you alright up there? Doing your homework?” one of his
fathers calls up the stairs.

“Yeah, Dad!” Wally replies as he gets back up and sets his chair back
on its legs. Just as he’s about to sit back down, there’s an explosion
somewhere out in the city. It’s followed quickly by Wally’s cellphone
ringing. “Oh yeah!” the teen exclaims, glowing with power as his
costume materializes on his body. Moments later and he’s flying out
the window and towards the scene of the latest super-battle.
