I can't pretend to know what Hokage will and won't do, but I agree that motive would work better employed against those who don't already follow Hokage, like say down in the third district. If Hokage has such a power ... if anyone has such a power, maybe it could help solve this situation between the first and Masenshi.
Bringing back blonds to strengthen faith in Hokage seems almost as if it's against what Hokage stands for. If any blonds should be brought back, those who were brilliant or helped found The City with their wisdom seem like a better choice than a child.
