That's why that rumor, at least, is hard to believe. Sounds more like the musings of a fanatic than anything with a factual background.
But consider too, if this was something used to break the tension between Masenshi and the first. If Hokage brought back a criminal, or someone close to the criminals (or any dirt-hair, really) would the first really be loyal enough to Hokage that they'd accept it?
If it's a special display of Hokage's power, to use it on the lower castes would go against everything we've been taught to believe. If a blond can be revived and a dirt-hair can be revived for the same reason, then isn't that to say we're all the same to Hokage?
Sounds chaotic.
