The people who mean anything would be loyal. Hokage chooses those closest to him very carefully, and those closest to Hokage are the most powerful people in the city.
Not if Hokage has another reason for bringing back a dark-hair. Hokage is very strategic.
The claims going around don't seem to have any rhyme or reason, but then again that may be what Hokage wants for now. Somehow I don't think Hokage is behind this, though. I think if it is real it originates somewhere lower than Hokage.
