This isn't the sort of party the Waynes ever get invited to, or even most of the "high society", which means his presence here can't be known. The big bosses in the mob world gather at these things occassionally, but mostly the new money looking to get in on the darker side of business, bringing their upper underlings and all sorts of arm candy. He's not too concerned with any of them, but he's got intel this place is going to get hit. Likely tonight.
He's got dark contacts in along with a wig and some makeup to make him look a tad older. It's precaution since nobody ever notices the waiters carrying around the drinks. Dangerous, especially considering all he can overhear and what he could potentially put in their drinks and disappear without them ever knowing. But he's not here for that.
Out of the corner of his eye he notices one of the blondes, arm candy no doubt, and a man leave the group. He takes note but doesn't scrutinize it too much yet, it's only the man that catches his attention. He's doing a good job but still...he doesn't quite fit in.
Thomas passes around another tray of champagne before he decides it's time to discreetly leave and check the upper floors. If anyone wanted to start soon, they'd start up there.
He ducks out and makes his way up the stairs without anyone noticing.
