Mayan Vengance
1.
Toltec sets up shop in New York City going after drug dealers after chasing all the way there from Mexico. Causing several blood baths where he kills a bunch of drug dealers.
2. Street level heroes start looking into it. Investigation both the drugs and the person who is ritualistically killing them.
3. Heroes happen upon a massacre in progress. They rush in not realizing what they are dealing with and get their butts handed to them but also note he could have killed them but didn't.
4. Now better prepared for what is going on confront Toltec again. Exact outcome of battle or talk doesn't matter to much but they mange to drive him out of New York City.
