He's simply counting down the moments until one of them calls. Likely it will be Diana since no one's seen Clark in months. Hal and Barry are dead and J'onn could be anywhere, though he could save a lot of time with his telepathy. He and Arthur are not enemies, but they are not great friends, either. They also both have an interest in securing what is there's first, before looking elsewhere.
Zee would know better than to call him for anything, so Diana is the person he expects to hear from, after process of elimination.
The call button lights up on the console in the car and Batman considers letting it go unanswered. It would be the easiest thing to do.
"Batman." he rasps.
That's the closest to "Hi! How are you?" that Batman will go.
