Angela didn't like the sound of this one bit. She didn't know much about the Green Arrow, but she knew that Merlyn would be interested in whatever happened to the guy. She also knew that Merlyn resided in Gotham when he wasn't with the team.
The last thing she needed was Merlyn getting caught trying to make contact with the Green Arrow, but any overt moves might push him into doing just that.
She decides to wait and see how things play out before acting further.
