Tim reads the report with a mixture of shock, sadness and disbelief. Oliver wouldn't condone something like this and Connor wouldn't do it. Roy still wasn't in shape to travel, let alone kill someone, ditto with Lian.
Tim hoped, for the sake of Mia and Marissa, that Keith really wasn't behind this. It had to be a mistake of some kind.
He needed to call Batman and get him to make sure that Marissa didn't do anything rash.
