Simon lunges at Batman with the scythe. Sure, he expects the Bat to dodge, but the idea is to make sure that the Bat can't stop Pit from hitting the hydrokinetic until its too late, unless he wants to get hit by the scythe. They definitely need to even the odds here to have a chance, so they're fighting with teamwork, and fighting dirty.
