Garth has explained the situation to Dolphin and asked that she be there to calm Cerdian should the worst arise. She had that way with him.
Meanwhile, Garth would stand with his king and try to convince Caitria that this was for the best. He knew it would work about as well as trying to tell a shark to stop swimming, but they had to try.
