Mera agreed. "Too much carrot, not enough stick. Most of them badly want to return to the ocean. They distrust air breathers without a real sense of what it means to be a fully participating nation among others. Oh, there are a few visionaries but it only serves to keep them squabbling among themselves and away from the rebuilding."
She paused. "The ability to make it happen may prove to be a good bargaining chip for a king...or a princess."
