He's not too far behind her when she disappears from site. Hiding no doubt. He's not letting her get away. The only places she can hide are the roof right by (too open) or the water tower.
Once at the tower he slowly walks to the tank, seeing that the shadows are oddly shaped.
"You can't hide that easily." It's not quite a growl but the fact that he's no less annoyed is clear.
