Normally he might have stayed in the shadows longer but he doesn't know too well how the other guy fights. And crimefighting is his job, so he should be the one to draw attention to himself and take more of the risk.
Once some of the guards are down he goes straight for the enforcer. Because taking him down in front of his boss always sent a message, and had the bonus of being awfully satisfying.
