"The other one is right by you!" Robin calls out from his position on the stairs. While he'd hate to give up a target, Sam was closer and practicality won through here. "She can't do anything if you're not on the stairs." Not to mention it kept Sam off the stairs, and having both of them on the stairs again would've had them both trapped like in the beginning.
