Tomas doesn't normally hit the party scene. Not that he minds being social, far from it. He's just usually had other things occupying his time. However, work has led to him staying in Gotham a while - so its good to know the lay of the land. Plenty of Gotham's rich are corrupt, likely to be targets eventually. Or at least their interests in organized crime. So he counts this as scouting. He has the money to pass in these circles, wearing a custom fit tux for the occasion.
