Dinah did not, unless it was an extreme situation, do much of her super-heroing within the boundaries of Gotham, preferring either New York or Frisco with the Titans. Not because she wasn't an extremely capable crime-fighter... but simply because she understood that, with Khaji-Da, it would be like starting a metahuman cold war of escalating violence, weapons, and powers.
But that didn't mean she couldn't correlating information and pass it on to those who could. Not for nothing was she her mother's daughter.
