Tomas has been watching the whole thing from his perch. Had the Joker gotten further, he'd have intervened.
"Stand down." he calls over comms. "Let the Bats deal with the Joker. Once the chaos has died down, we disappear. I agree - he should get his head torn off, but he's high profile. Kill him, and every Gotham rogue with something to prove has our posters on the wall - and our employers get real unhappy."
Given the 'terms of employment', he's pretty sure none of the Squad wants that to happen. "Let the Bats take the backlash."
