Dex created a large bowl like container under the...what exactly were they? Whatever they were, he formed the construct under them and slowly started moving it in the right direction.
Dex left it in the water as he moved it, but kept just high enough they couldn't swim out. He didn't want to frighten them or upset them more than they already were.
