The hard water Cait dealt out was a hindrance, yes. It took a moment before Oceanus shifted it into liquid water and created his own shell of hard water around himself and his wife.
Between shifts, Arthus cut along Oceanus' hamstring, only missing a direct blow with some movement on Oceanus' part.
