Tim is concerned for his friend, so he's not defending himself from her out of concern for her well-being. When she sweeps his legs, Tim hits the ground hard, the breath driven out of him in a rush. He's dazed for a moment giving Lian enough time to attack again or make a break for it.
At that moment, Red Robin and Lian both hear the telltale sound of sirens and several cop cars screeching to a halt outside the building.
Tim curses. Falconeri wasn't supposed to bring in the cops for another two hours! Of course, the only way they'd be here so quickly is if they were called. Zoe was nowhere to be found tonight and the rest of the Arrows didn't know he'd be here.
The only person who could have called them so quickly is Lian.
Red Robin didn't like the way this was lining up in his head. Lian knew Star City better than he did. She /had/ to know how long it would take a unit to get down into the Triangle if they worked for it. And Lian had to know that /Red Robin/ would respond to the what was going on the in the Triangle. He'd told her before he left that he was going to focus his efforts in that area because of the rampant crime.
"Damn it, Lian." Tim curses. He's shaking his head to clear the cobwebs when he notices a red dot on the wall near him. Tim doesn't even stop to look at who's aiming at him.
He runs for the stairwell and throws himself over the rail as the rocket slams into the room and explodes the top floor of the building.
