An elementary school (Snow Leopard)
Snow Leopard wasn't especially comfortable targeting children, but she had been promised the families wouldn't actually be harmed... and the money was good. Money she desperately needed.

What luck that the JSA member she was targeting was dropping off her niece today. Two birds with one stone.

She created an arrow of ice and fitted it in her crossbow, shooting for the car's tires.
