The man nods. For a homeless man who may have been drinking he seems pretty clear minded.
"Yes. A cult that fell has risen again, miss. A young practitioner is.... Going to try and make a stand." He glances about.
"If you wish to help the people here you should go to her. I can lead you to her home."
