A little research reveals the following information regarding that question:
In Russia, Blink wouldn't stand out at all, and would probably receive preferential treatment.
In Africa, she'll definitely receive preferential treatment, a large part of the non-mutant population there has been enslaved or forced to live in squalor. In the Eastern US, she'd be just fine as long as she has money.
In most other places, she'd stand out, and not in a good way.
In the Skull's Nazi Europe, not only would Blink stand out, and quite possibly be hunted, but Iron Dragon would have similar problems.
The reality of a world run by super villains. Sometimes its not a nice place.
