There is evil in this place, but its a difficult ride. There is no one innocent here, no one truly virtuous or free of guilt. Humans and mutants alike have the sins of idealists, people willing to do anything to defend their homes, people willing to risk everything to find a home.
Worse, amidst it all, the demon can sense there is one here who is truly guilty, true evil... and it can't find him or her. The evil one is too magically shielded to locate beyond being able to feel their presence.
But that impression does finally lead to another thread - its agents are about, and the rider can sense them, hidden underground in the sewer system beneath the capitol.
