Bucky is fortunate Cap can't throw his shield. The fighters aren't that far from evenly matched, but one is armed, the other isn't. Likewise, Steve isn't used to fighting with half a shield. Even so, he's making very few mistakes, pushing in closer while deflecting the blasts.
Bucky also has the edge of having worked with a fully trained Steve Rogers. He knows his style. Bucky, on the other hand, has learned a lot since Cap knew a version of him.
Eventually a shot gets through. Bucky has to go low, but Steve's leg goes numb, slowing his charge and briefly leaving an opening.
