Washington, DC, Three Days Later
Winter Soldier waits in plain clothes in the back of the auditorium as Senator Mark Feinberg speaks of his plans to "take America back for Americans" and other ideological clap trap. An hour into the speech, he winds his way through the crowd, heading backstage to the Senator's dressing room and showing his Press Pass to the guards.
He's pretending to a reporter from some rag called the Daily Bugle who has a quick interview with the Senator before he leaves town.
Once inside the Senator's dressing room, he pops open an air conditioning vent and grabs his gear, dressing quickly, then assembling his gun. He straps his knife to his belt and listens to the thunderous applause for the Senator grow to a crescendo and remain as he leaves the stage.
He hides behind a corner in the small dressing room, intending to catch them all by surprise as they enter. He'll kill the Senator first, then deal with his guards and run for it.
This would be too easy.
