Following the latest information from Fury Captain America had gone to talk to the senator earlier as being a possible target for assassination.
He had then insisted rather strongly that he allowed to join his security for the event at least to ensure his safety and also to try and capture Bucky.
As such he entered the senator's dressing room first shield held out in front of him just in case.
