Steve reached for the hammer to keep himself from being sent flying too far away. With the hammer’s enchantments it should move when he grabbed it. But when he did grab it moved letting him pick it up. There was no way that was Mjollnir which meant there was no way this was Thor.
“I don’t know who you are but there is no way you could be Thor.”
