While he has her restrained even briefly, he sets about his work. Instead of attacking her, he keeps smashing up the ship, raining more of the upper decks down on him, down on her pile of debris, down on the level. He doubts it will do serious harm to Svalin, but if he piles it high enough, he figures he's more likely to come out of it than she is, and in the process, the Empress is going to suffer badly for what she's done. Or at least a good portion of her ship is, as Halbjorn literally begins bringing everything down on top of them.
