Julian can't stop Failsafe at the rate he's moving, but there's only one thing Julian knows to be faster than super-speed.
He lets down his psyonic shield long enough to attempt to reach into Failsafe's mind and throw off his perception of the area. If it causes him to falter as he makes his way to the children, or breaks his concentration long enough to nullify this slowing effect and give someone else a chance to attack, Julian will consider this a success.
