These weren't his usual arrows, nor his usual bow (And he was having just a little bit of trouble drawing it, come to think of it), but Steve was doing pretty good to start.
Continuing to move (and wishing, perhaps, his costume was a bit more supportive), he launched a boomerang arrow. It would fly past Charlie, like he missed, and then zoom back around.
