Shelly personally didn't hear the anouncement, but the Loa via her sure as hell did...and didn't particularly feel beholden to the outcome of the sham vote.
The effect was solidly in place. Shelly had become a Vessel.
"The decision is a fraud." Her voice was gravelly.
